Ik I rt jl w4-LpaCT-ir Aim oIuifuj THE ASSOCIATED PRESS The International Criminal Court prosecutor asked judges to issue arrest warrants for Libyan leader Moammar Gadhafi and two other senior members of his regime, accusing them of committing crimes against humanity by targeting civilians in a crackdown against rebels.

The move by prosecutor Luis Moreno-Ocampo came as rebel fighters inside the city of Misrata said they had driven Gadhafi's forces from another key point on the port city's outskirts, but there were conflicting reports on whether the rebels would advance farther for fear of opening too wide a front. SYRIA Syrians fleeing their homeland described a "catastrophic" scene in a besieged border town that has been largely sealed off as the army tries to crush a two month uprising At least eight people were killed Sunday in Talkalakh the most recent casualties from a government crackdown that already has killed 850 people nationwide since mid-March, according to the National Organization for Human Rights in Syria. tacking police and vandalism. The rally in Cairo followed marches on Israel in support of the Palestinians holding annual rallies marking the "nakba" or "catastrophe" the term Palestinians use to describe their defeat and displacement in the war surrounding Israel's 1948 founding. The Cairo protesters set fire to an Israeli flag, chanted anti-Israeli slogans and called for the expulsion of Israel's ambassador and the closing the embassy. BAHRAIN Bahrain's special security court postponed until next week the trial of 21 mostly Shiite opposition lead ers and political activists accused of plotting against the state. The suspects 14 in custody and the others being tried in absentia are accused of attempting to overthrow the 200 -year-old Sunni dynasty and of having links to "a terrorist organization abroad." That is an apparent reference to Iranian-backed Hezbollah in Lebanon, which Bahrain's rulers have claimed was involved in the strategic island kingdom's Shiite -led protests earlier this year.

Authorities are seeking to prosecute opposition leaders and others after months of clashes and protests in Bahrain, which hosts the U.S. Navy's 5th Fleet. E'iSiilKI-'Hlfl 31 wvlpqiciuirrftELM AROUND THE WORLD VATICAN Letter urges world's bishops to report abuse to police VATICAN CITY The Vatican told bishops around the world Monday that it is important to cooperate with police in reporting priests who rape and molest children and asked them to develop guidelines for preventing sex abuse by next May.

But a letter from the Congregation for the Doctrine of the Faith made no provision to ensure the bishops actually follow the guidelines, and victims groups immediately denounced the recommendations as "dangerously flawed" because they stress the exclusive authority of bishops to determine the credibility of abuse allegations. The letter marks the latest effort by the Vatican to show it is serious about rooting out pedophiles from the priesthood, a year after the sex-abuse scandal exploded on a global scale with thousands of new victims coming forward in Europe and beyond. JAPAN Gov't vows to shut down nuclear plant in 6-9 months TOKYO Japan said Monday it will stabilize and close its stricken nuclear power plant in six to nine months, as planned, as residents of two more towns around it evacuated amid concerns about accumulated radiation. The government's timeline for stabilizing the plant was called into question last week after data showed that damage to one reactor at the Fukushima Dai-ichi nuclear complex was worse than expected. The assessment also prompted the government to admit the reactor's fuel rods had mostly melted soon after the March 11 earthquake and tsunami knocked out the plant's cooling system.

Until all the reactors are safely shut down, they continue to leak radiation, though in much smaller amounts than in the early days of the disaster. Still, the sheer volume of contaminants spewed from the plant and their buildup in places outside the 12-mile evacuation zone persuaded the government to order residents to leave more towns in late April. Some of those evacuations began this weekend. BRITAIN Bomb threat comes on eve of queen's visit to Ireland LONDON A dissident Irish Republican group warned Monday that it planned to set off a bomb in London a day ahead of a visit by Queen Elizabeth II to Ireland, police said. The Metropolitan Police said it had received a warning of a threat to central London but the information did not include a specific location or time Parts of central London close to Buckingham Palace and government buildings were closed off to traffic, with a higher than usual number of police officers on the streets.

CUBA Some workers unionizing during economic overhaul HAVANA Independent Cuban transportation workers are joining unions as part of a sweeping economic overhaul that's allowing in-creasedprivate-sector activity. The official labor newspaper Tra-bajadores said workers including bicycle-taxi operators, car washers and people who repair tires are joining existing syndicates. While officials have said private workers could join pre-existing unions, this is the first report of such activity. RUSSIA NBA owner Prokhorov says he may make Kremlin run MOSCOW Billionaire Mikhail Prokhorov said Monday he may run for president of Russia next year in a contest that may feature the incumbent, Dmitry Medvedev, his predecessor, Vladimir Putin, or both. The 46 -year -old owner of the New Jersey Nets basketball team said he's seeking the chairmanship of the Pravoye Delo (Right Cause) party and will decide on a Kremlin run after the pro-business bloc's annual meeting later this year.

DEAR ABBY: I had a falling out with my oldest son and his wife two years ago. They have two daughters whom I dearly love, and I know they love me. I wrote my son and daughter-in-law to beg for forgiveness. I messed up partly out of hurt and anger, and also because of the medications I was taking.

I asked my son if they really want to take away the only grandma the girls have left. I also wondered if two years of not being able to see my granddaughters was punishment enough for them and me. I have held out the olive branch, but apparently they're not ready. Can you think of anything else I can do? HOLES IN MY HEART IN KANSAS DEAR HOLES IN YOUR HEART: Consider asking another family member or a religious adviser to intercede for you. However, if that fails, then there is nothing else you can do.

Hope and pray that time will bring reconciliation. You have my sympathy. Write to Dear Abby at www.DearAbby.com or P.O. Box 69440, Los Angeles, CA 90069. DEAR ABBY: My 18-year-old graduating senior, "Renee," has told me I have taught her nothing about living life.

Furthermore, she informed me that her school counselor agrees with her, saying I have failed to teach her the skills needed to be successful in life. At first I was angry and denied everything my daughter said. Now I am beginning to doubt myself and the way I have raised her. Have I taught her the necessary skills to live her life Does she lack what it takes to make it through the good and bad parts of life? How can I know my Renee will be able to "fly out of the nest" because there is no safety net to catch her DOUBTINGMOM IN MINNESOTA DEAR DOUBTINGMOM: Before you second-guess yourself any further, check with Renee's school counselor to make certain he was quoted correctly. Does your daughter know how to save money? Balance a checkbook? Hold a job Does she know right from wrong and how to assert herself? Many of life 's survival skills are learned by imitation, the rest from experience You can't protect your daughter from everything.

Like most parents, you should cross your fingers and pray, and avoid blaming yourself for anyone else's poor choices. DEAR ABBY: I am part of a circle of five guy friends. We're all around 30. Some of us date regularly, looking for the right girl. One of us "Ian," is with "Jenny," whom we're concerned about.

They are now living together. Jenny doesn't abuse Ian or cheat on him. We just think he could do better. She's pushy and materialistic, and it's impossible to have a two-way conversation with her. This isn't just my opinion.

Some of Jenny's friends describe her the same way. Because we're all so close to Ian, we hate to see this relationship progress. We worry that he'll be forced to give her what she's aiming for a ring. I know he's a grown man and can make his own decisions. Would it be wrong for one of us to tell Ian what we think of her We hate watching what we consider a slow train wreck that's bound to get worse.

GOOD BUDDY IN SOUTH CAROLINA DEAR GOOD BUDDY: It wouldn't be wrong, but it might be unwise for one of you to tell Ian what you think of Jenny. He might get the message better if you all tell him during a boys' night out. It maybe difficult to extricate himself from the relationship now that they're living together providing he even wants to.
