"I don't know if I want to vote for the incumbents and keep the same problems we have or vote for new people and inherit different problems," said Pam Loucks, a sales representative for a Phoenix-area food broker. Eighty-one percent of those interviewed for the poll said that the United States is in serious trouble and the political system needs to be reformed. In addition, 78 percent of the respondents said the nation's political leaders are controlled by special-interest groups. Osbaldo Pifla, of the 5100 block of South Mountain Avenue, was pronounced dead at about 1:30 a.m. at the accident scene in the 5400 block of West Valencia Road, said Charles Balser, dispatcher for the Pima County Sheriff's Department. Pifla veered off the right side of Valencia, overcorrected and went off the left side of the road, Balser said. His car flipped over and Pifla was partially ejected, Balser said. Pifla was not wearing a seat belt.

Pifla received massive head injuries and probably internal injuries, said sheriff's Detective Bobby Creech. Three officers and a care unit from Drexel Heights Fire Department went to the scene, Creech said. Pifla had been living in Tucson on a temporary residence pass from Mexico for a few years. Most of his relatives live in Mexico, Creech said. Cave Creek board plans to discuss apparent bugging CAVE CREEK (AP) The Cave Creek School District's board of directors will discuss at its meeting tomorrow the apparent bugging of a construction project trailer.

Eric Holz, project manager for construction projects on the 160-acre campus, said an electronic sweep on Sept. 24 revealed that several possible surveillance devices were in the trailer and may have been used to eavesdrop on project discussions. But Holz said that when a private investigator returned that night to remove the devices, they were already gone. The apparent bugging is under investigation by the Maricopa County Attorney's Office, according to Holz, who said he had no idea who might have planted the electronic devices. District Superintendent David2 Alexander said Friday that the issue has been put on the agenda for to- morrow's board meeting.
