THURSDAY, SEPTEMBER 30, 1976 THE ARIZONA DAILY STAR the ombudsman Q- On a recent visit to Tucson, my brother-in-law, who is a buyer for a major New York department store, was very impressed by the Indian handicrafts here. He would like to know who to contact in Arizona to obtain information on buying this kind of merchandise direct from the Indians. Can you tell me? Mrs. W.G., Tucson A The Indian Arts and Crafts Assn. of Gallup, N.M., can supply information on the various cooperatives and guilds from which authentic craftwork can be purchased, either retail or wholesale.

Some dealers in American Indian jewelry are organized under an ethics code. The association will, upon request, send you membership information and guidelines for buying native American jewelry, a category of craftwork which in recent years has been especially subject to imitation. The assocation's address: P.O. Box 367, Gallup, N.M. 87301.

Is it unlawfui to display an American flag on a car radio antenna? Mrs. C.D., Tucson. A Probably not. The flag should not be displayed on motor car or boat "except from a staff," according to the official flag code, the rules and customs of flag use codified by Congress in 1942 as a guide to when, where and how to display flag. A 1968 amendment to the code provided penalties for publicly burning or otherwise desecrating the flag, and most states have laws against flag desecration.

Some of the latter have been struck down during recent years as being too broad, vague or unconstitutional. In view of court rulings, including one upholding an ice cream vendor's right to fly American flags on which the peace symbol had been superimposed, is doubtful that a flag flown from a radio antenna but otherwise properly displayed would be considered in violation of the flag statutes. to Q. Where does one write to when they would like to praise or complain about a television program? J.G., Tucson. A Letters of praise would be welcomed by the individual networks, no doubt, and letters of complaint can be sent to either the Federal Trade Commission (1919 St.

NW, Washington, D.C.) or the National Assn. of Broadcasters (1771 St. NW, Washington). But the government watchdog agency has not been noted for especially effective guardianship of the public interest in the air waves, and the NAB's administration of voluntary codes to determine acceptable programing and advertising practices has met with less than universal acceptance by audiences. You may prefer, therefore, to write either or both of the following organizations: The National Assn.

for Better Broadcasting (P.0. Box 43640, Los Angeles) and the National Citizens Committee for Broadcasting (1346 Connecticut Washington, D.C. 20036). The latter group, headed by Nicholas Johnson, a former FCC commissioner who is now a reformer, has taken a leading role in the fight against violence on TV and for increased public affairs programing. The organization recently published special "Dear TV Network" and "Dear Advertiser" forms for viewers to include approval or disapproval of specific programs to facilitate channeling reactions directly to those who determine what people see on TV.

A small "filler" item in the paper recently said that the waters of Sri Lanka's longest river had been diverted by a five-mile-long tunnel to irrigate thousands of acres. This information intrigues me, inasmuch as I remember reading somewhere that Sri Lanka, or Ceylon, as it used to be named, receives 200 inches of rainfall annually. If the latter is so, it doesn't seem likely that small island would need any irrigation for crops. D.E., Nogales. A The answer lies in the island's geography.

True, the rainfall ranges from 75 to more than 200 inches, but the deluges brought to the southwestern sector by monsoon winds do not come to the lowlands on the opposite side of the central mountains, and thus a dry season there necessitates irrigation and water storage to guard against periods of drought in the farmland area. Quick Answers: To M.B., Tucson: Amelia Earhart's plane vanished near Howland Island in the Pacific in 1937, and no trace of her or her plane was ever found To R.E.H., Kearny: Haband Co. is located at 265 N. 9th Paterson, N.J. 07530 To B.W., Tucson: Information on motel and restaurant chains can be obtained by writing American Hotel Motel 888 Seventh New York, N.Y.

Rodriquez Conviction Upheld; Shot Deputy In Head In 1971 PHOENIX (AP) The Arizona the assault conviction of Roy shooting a Maricopa County a 1971 crime spree. Rodriquez, now 22, was and assault charges as well.

He was sent to a maximumsecurity facility at Marion, for inmates considered too dangerous for regular prisons, following his acquittal in 1973 on charges of participating in the killing of two Arizona State Prison guards. Court records show that Rodriquez was sent to the Maricopa County detention home 21 times and was serving a second term at the former State Industrial School for Boys at Fort Grant when he escaped Aug. 19, 1971, with two companions. The trio was stopped in a car near Wickenburg by Deputy Ralph Bell, then 29, who was shot above the left eye while checking identification. Bell said he remained conscious and heard the gun misfire four times before the three youths fled.

The three went to Wenden where they attempted to steal a second car, assaulted a woman and killed Jack Tidwell, 45, a state highway employe who tried to aid the woman. Rodriquez was arrested in Blythe, after trying to evade a posse for two days in the desert. He was taken to Phoenix where he admitted shooting Bell and Tidwell. The high court rejected Rodriquez' claim that the Funeral Notices MEMORIAL PARK, N. Oracle W.
