Try Wearing Collar SAN FRANCISCO (AP) Residents desperate to ward off fleas during a week of hot, muggy weather have started a new fad in pop jewelry by wearing the flea collars designed for their pets. "We're selling flea collars here by the ton," said Firmin Summers, general manager of Pet Dealers Supply Co. "I don't know if we can keep up with the demand if humans compete with Fido for them." Eve Gilmore, who runs Buker's Pet Store, said her insectrepellent-collar customers are "mostly young people.

They make no bones about why they're going to wear them on their ankles or arms or even necks." Most store owners attribute the upswing in sales of the $1.98 chemical-filled collars to San Francisco's recent spell of warm, humid weather the kind of climate that brings out the tiny pests in droves. That analysis was confirmed by Barbara Smithfield, a dog owner who was at the 1 House of Pets trying on a new line of collars in fashionable colors for herself. "The fleas are really bugging me this year," she said. "I'll try anything." "I guess there's no reason it shouldn't work on humans who are troubled by fleas," said Mrs. Gilmore.

Federal Jobs In Danger Recess Threatens U.S. Nominations 1974 Washington Star-News WASHINGTON At least half a dozen controversial federal appointments, most the legacy of former President Richard M. Nixon, could meet with a quiet demise during the election recess of Congress, which began yesterday. Most likely to fall as a result of a seldom-invoked Senate rule is the nomination of former Nixon White House aide Peter M. Flanigan as ambassador to Spain.

Flanigan's nomination has been virtually doomed by allegations linking him with the sale of ambassadorships to Nixon campaign contributors and by questions raised about his role in other Nixon administration controversies, such as the ITT case. Other nominees who could be in jeopardy include Earl J. Silbert, spearhead of the original Watergate prosecution team, to be U.S. attorney for the District of Columbia; Gov. Thomas J.

Meskill of Connecticut to be a federal appeals judge; and Nixon White 1 House aide Daniel T. Kingsley to be a member of the Federal Power Commission. Under Senate Rule 38, nominations subject to Senate confirmation automatically lapse if the Senate recesses for more than 30 days. Because the election recess will last 31 days until Nov. 18 President Ford will have to resubmit all pending major nominations when Congress returns if he still wishes to press for Senate confirmation.

Sen. Robert P. Griffin, R- assistant Republican leader and a close friend of Ford's, has already said he doubts the Flanigan nomination will be resubmitted in view of the strong opposition it faces in the Senate. Flanigan's nomination was submitted to the Senate by Ford after Nixon resigned. But Senate Republican sources believe the President was pressured into it by former White House Chief of Staff Gov.

Alexander M. Haig Jr. and by Secretary of State Henry A. Kissinger. With Haig gone and Senate opposition making confirmation of Flanigan unlikely, Ford will probably decide to allow the nomination to die rather than resubmit it, these sources said.

All told, 44 pending nominations are pending which will die during the recess unless resubmitted. Slightly more than half were originally proposed by Nixon. The only major pending nomination which will not lapse during the recess because it is not subject to Rule 38 is that of Nelson A. Rockefeller to be vice president. Rockefeller's nomination will still require confirmation by both the Senate and the House.

Normally, the provisions of Rule 38 are waived when the Senate takes a recess of more than 30 days, thereby keeping pending nominations alive. But opponents of Flanigan, Silbert and several other controversial nominees blocked any waiver of the rule this time. Sen. Edward J. Gurney, who is charged with bribery, conspiracy and perjury, must be fingerprinted and photographed the same as his six co-defendants. Gurney's lawyers had argued that the government was trying to humiliate the Florida Republican by requiring him to be photographed and fingerprinted by U.S. marshals.

But U.S. District Judge Ben Krentzman said that "defendant Edward J. Gurney shall report for the purpose of being treated as any other defendant" and gave him 15 days to report "to a marshal of his choice." Gurney, a member of the now-defunct Senate Watergate committee, and the other defendants are charged with conspiring to raise a $223,000 slush fund by peddling Gurney's influence in federal housing contracts. The petition was filed by attorneys for Willie L. Steelman, 29, and Douglas E.

Gretzler, 23. Galligan denied the petition on the grounds that Steelman and Gretzler were aware of their rights under the Miranda Act and that their refusal to discuss their case with law officers and other officials has not and will not cause them to be punished.
