(AP) An Air Force captain who left Davis-Monthan AFB in December was lulled yesterday when a training jet he was flying overshot a runway and smashed into a rodeo arena. Scores of people narrowly escaped injury when the T38 skidded through a campground where rodeo spectators and performers were sleeping and slammed into rodeo stock pens in place for the Cheyenne Frontier Days Rodeo.

The plane narrowly missed a row of camper-trailers parked at the campground. The victim, Charles M. Carter, 33, left D-M to become narrator for the Nellis AFB Thunderbird demonstration team, which is stationed at the Nevada base. Carter was a pilot and instructor at D-M. The crash occurred at 6:40 a.m., minutes before a steer roping event was to have begun at the rodeo arena.

A crew member, S. Sgt. Ted Foster, sustained minor injuries. He safely ejected from the aircraft into the rodeo arena stands. Carter was hurled into a concession stand and killed.

Carter was a veteran of 352 combat missions in Southeast Asia. The jet be was piloting had been used in 350 Thunderbird performances over the last three years. The Thunderbirds were scheduled to perform as part of the nine-day rodeo, but the performance was canceled and the Air Force said a board of inquiry would investigate the crash. Carter would have participated only as an announcer on the ground, and his jet although identical to the team planes was not scheduled to fly. Ronnie Clifton, 16, of Cheyenne, a member of the rodeo arena cleaning crew, was injured by debris from the wreckage and taken to a Cheyenne hospital where he was reported in satisfactory condition with a broken arm.

Carter's death was the third in the history of the aerial demonstration team, an Air Force spokesman in Washington, D.C., said.
