They said they acted against a possible Iraqi attack.

A squadron of jet planes was sent to Dezfui airbasu in Khuzi- stan province, in which Abadan is located. Abadan is the site of Iran's prime economic sprawling nationally owned petroleum refineries. The Iranian army, navy and air force were instructed to be ready to repel assault. The Iranians also put artillery, tanks and antiaircraft batteries in positions on river banks above and below Abadan to protect the vast refineries. The number of tanks or the size of artillery was not disclosed.

Naval patrols were increased in the Shatt Al Arab River, which forms the frontier running northwards from the Persian Gulf. The river is important to Iranian economy because it provides access to tanker berths at Abadan. 2-5855 Court Rebuffs Governor Who Closed Meat Plant MINNEAPOLIS Three federal judges ruled today Hhnt Gov. Orville L. Freeman went beyond his authority in using National Guardsmen to shut down the strikebound Wilson Co. meatpacking plant at Albert Lea, Minn. They told the company it could reopen the plant.

The judges held Freeman had no absolute power to declare martial law at Albert Lea. Their ruling barred Freeman and the National Guard from in- interfering with the company's right to have "free and unlimited" access to the plant. The court panel granted a stay of its injunction until midnight Sunday, however, to permit the state an appeal to a U. S. Circuit Court.

Freeman declared martial law at Albert Lea Dec. 11 after violence broke out at the plant involving striking pickets and non-union workmen who had been hired by the company to replace them. Freeman said he closed the plant to save lives. UP) A temporary federal court order has been issued restraining officials of this all-white village from harassing or interfering with construction at a proposed interracial housing project. But Judge Joseph Sam Perry who issued the order in Chicago yesterday refused, pending a hearing on Dec. 31, to block the park board's moves to take over the subdivision for recreational purposes. The park board last night instructed its attorneys to proceed with court action to have the land condemned and turned over to the village. "We feel this land is needed for school and park recreational facilities." said James -Mitchell, board president.

He denied the board's action was initiated to halt the interracial development. Voters in Deerfield, a Chicago suburb of 10,000, Monday approved by a 2-to-l margin a $550,000 bond issue to buy property for parks. This would include a 23-acre subdivision where a builder said Negroes will be permitted to buy 10 or 12 of 51 homes planned. Mitchell said bonds to buy the 23 ceres will not be issued until court litigation is finished. Following 'the bond issue vote, the builder filed a $750,000 suit before Perry against the village and a number of its residents.

The builder is Modern Community Developers Princeton, N.J., and its Illinois subsidiary, Progress Development Corp.
